Unfortunately, 1.4 is the hardest version to find. The Internet Archive has a few legacy installers, but they require old WON (World Opponent Network) emulators.
The competitive community was split. Hardcore 1.3 veterans despised the new "sluggish" movement and the removal of jump-shooting. Popular forums (like GotFrag and The Catacombs) were flooded with complaints. Many servers intentionally stayed on 1.3 for weeks. counter strike 1.4

It broke a lot of the fast-paced, bunny-hopping, wild-west gameplay of 1.3 in favor of structured, team-based, tactical shooting. It was buggy, the shield was stupid, and the voice chat was garbage... but it gave us the spectator tools, the M4 silencer, and the netcode that made CS 1.5 (the polished version) and CS 1.6 (the legendary version) possible.
