Most modern Xatab repacks install a dedicated tool right on your desktop.

If the language you want isn't listed in the installer components, you have a "lite" repack. A better solution here is not to hack the game post-install, but to re-download a full xatab repack that explicitly states "Multi13" or "EN/RU". xatab language change better
